It&#8217;s not because Portland (with some of the most housing unfriendly policies in the country) is building more houses (they are a little bit) but because people are leaving.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>What is happening in San Francisco\u2014and in Portland, to a lesser extent\u2014is that the housing shortage is temporarily improving, not because of the construction of new housing but because people are moving away to cheaper places.<\/p>\n\n\n\n<p>In a case study on San Francisco, the Up for Growth report noted an issue that a report from the Common Sense Institute Oregon&nbsp;<a href=\"https:\/\/www.wweek.com\/news\/2024\/10\/28\/new-demographic-study-shows-net-migration-to-oregon-has-plummeted\/\" target=\"_blank\" rel=\"noreferrer noopener\">highlighted earlier this week.<\/a><\/p>\n\n\n\n<p>\u201cHousehold formation in these areas significantly decreased.
